FAR Implementation Plan
Hartsfield-Jackson Atlanta International Airport 

JAT is providing support services in execution of the FAR Implementation Plan at Hartsfield-Jackson Atlanta International Airport.  The FAR Implementation Plan includes consistent application of FAR as a negotiating tool to improve the quality of the financial review of federal and local capital projects and to produce cost-savings on all projects.


As an effective contract fee negotiation tool for A&E Professional Service Contracts, Federal Acquisition Regulations provide a means to verify overhead rates and enable the airport to request field rates when appropriate. JAT’s responsibilities include examination of certified overhead audit reports and supporting documentation to determine FAR compliance of billing rates on City of Atlanta Department of Aviation contracts. JAT is providing risk-based assessments of overhead rates submitted on price proposals, including overhead calculations/recalculations, audits, accounting system assessments, and CPA workpaper reviews. JAT developed a self-certification worksheet and an Internal Control Questionnaire to help assist in negotiations of small low-risk consultants.

JAT conducted training for Department of Aviation Project Development personnel as to understanding FAR requirements and overhead. A FAR Quick Reference Guide, Negotiation Handbook, and FAR Allowable Cost Manual were developed as training tools. JAT supervises the implementation and audit review work performed by its team at all times throughout the FAR implementation process. This supervision ensures that the audit review work performed aligns with the implementation objectives, and is performed according to the agreed upon work plans and within the budgeted time and cost.
