Hartsfield-Jackson Development Program
Hartsfield-Jackson Atlanta International Airport
As part of its master plan, Hartsfield-Jackson Atlanta International Airport has initiated a $6.7 billion capital improvement plan, the Hartsfield Development Program. International Aviation Consultants, L.L.C. (IAC) is the Program Manager for the project. As Financial Program Consultant for IAC, JAT Consulting Services, Inc. is responsible for financial services for the expansion, which included the creation and implementation of a new capital invoice processing system with fully auditable financial information. In 2008, JAT processed invoices totaling over $425 million, within an average of 32 calendar days, a significant contrast to the 90 to 120 day turnaround average at the onset of the Development Program in 2000.
Montgomery Watson/KHAFRA Joint Venture
Clean Water Atlanta Small Business Development Program
Montgomery Watson/KHAFRA, a joint venture, is providing Program Management Services for the City of Atlanta’s multi-million dollar Wastewater System Improvement Program. JAT is providing support services to the Clean Water Atlanta Small Business Development Program in helping small, minority, and female businesses compete successfully for work on Wastewater System Improvement Program. JAT’s Deputy Program Manager oversees operational assessments that identify measures to strengthen the competitive positions of participating firms. JAT’s Program Administrator provides full administrative support for the Small Business Development Program, including ongoing assistance to small business professionals.
Privatized Government Services
City of Dunwoody, Georgia
JAT Consulting Services, Inc. is providing a full spectrum of infrastructure operational services to the newly formed City of Dunwoody as part of an innovative service delivery approach. JAT's highly trained staff played an integral role in getting the municipality up and running in the exceptionally short time frame of a few months. With JAT's turn-key expertise and assistance, the City has minimized its operating and overhead costs while providing a high level of service to their citizens.
City of Sandy Springs, Georgia
JAT Consulting Services, Inc. provided essential financial services to the newly incorporated City of Sandy Springs as part of the innovative privatization of most City operations. As a member of CH2MHill’s management team, JAT’s responsibilities included start-up, operational process and procedures, and management of all finance, budget and purchasing activities.
Contract Administration Services
Hold Baggage Screening Project
Hartsfield-Jackson Atlanta International Airport
As a subconsultant to Atlanta Gateway Designers, JAT provided key contract administration support for successful management of the Hold Baggage Screening Project. JAT was in charge of all invoice administration and compliance on all federal grants. At the onset of the project, JAT developed an airport grant reimbursement procedure that is now used for federally mandated TSA Baggage Screening Projects throughout the country.
Construction Management Services
Fulton County Financial Management and Project Administration
The RMJ Joint Venture provided construction management services to Fulton County on its $1 billion Infrastructure Program. As Financial Manager of the Joint Venture, JAT managed funding for all Program projects. JAT oversaw all consultants’ fees, expense and supply budgets, and reimbursable costs according to the contract. Assisting at each of the three project field offices, JAT also performed general project administration services for over 50 engineers.
Program and Construction Management Services
Fulton County Contract Administration and Accounting
PMT Consultants, a joint venture, provided program and construction management services to Fulton County in the implementation of its Transportation Improvement Program. JAT was responsible for the joint venture contract administration and accounting, as well as administration of the Equal Business Opportunity Program for all projects. JAT contract administrators supported approximately thirty engineers from the three joint venture firms. JAT managed all funding accounts for the TIP’s $87 million budget. As EBO Coordinator, JAT developed standard operating procedures for outreach efforts that fit smoothly into the County’s project acquisition process.
Feasibility Study
Hartsfield-Jackson Atlanta International Airport
As a subconsultant to Leigh Fisher & Associates, JAT performed a feasibility study for the Hartsfield-Jackson Atlanta International Airport. The study included the assessment of airport capital cost recovery, the reconciliation of financial results and definition of Oracle cost centers.
