Financial Management Support
City of Canton, Georgia

JAT performed analysis of the impact of conversion from the Standard Industry Classification (SIC) system to the North American Industry Classification System (NAICS). JAT assisted in conversion of the city’s occupational tax database and consulted on changes to the city’s ordinance. The project included a second phase to perform a Profitability Ratio Analysis and make recommendations to the city to properly apply the Profitability Ratio Method. JAT also conducted a survey of methods, tax rates, and revenues in other local governments and made recommendations to City Council on Phase II. JAT provided alternative rate structures for consideration by city management and City Council.

Nathan Ingram, the City’s Chief Financial Officer, provided this testimonial regarding JAT’s services:

“Canton is very appreciative of the work that JAT and specifically Rachel Bembry, performed for the City. Going into this revision of the City’s occupational tax structure, we had many difficult questions that needed to be answered and numerous concerns on not only how to proceed, but what the impacts would be to businesses as well as City revenues.  Rachel approached the project with professionalism, an analytical balance necessary to weigh what is best for both businesses and the City, and a keen knowledge of governmental practices and accounting.

JAT completed the project, presented a number of potential solutions to the City Council, and helped management implement a smooth transition into the new occupational tax structure.  We are very pleased with the outcome of this project and will certainly entertain using JAT Consulting Services again when needed.”
